2. Main Step-by-Step Instructions

A. Applying for a Learner’s License

  1. Register on the Vahan Portal: Visit the official Vahan website at Vahan. Click on “Register” to create an account if you don’t have one.
  2. Log In and Apply: Once registered, log in to your account and select “Apply for Learner’s License”.
  3. Complete the Application Form: Fill out the application form with personal details such as name, date of birth, address, and contact information.
  4. Upload Required Documents: You need to upload the following:
    • Proof of identity (such as Aadhaar card, passport, or voter ID).
    • Proof of address (such as utility bill, rental agreement, or bank statement).
    • Passport-sized photograph.
  5. Schedule a Test: Book an appointment for the learner’s license test. This may include a theoretical test about traffic rules and regulations.
  6. Attend the Test: Go to the Regional Transport Office (RTO) on the scheduled date to take the written test. Some states may also require a preliminary driving test.
  7. Receive Your Learner’s License: Upon passing the test, you will receive a learner’s license, either immediately or within a few days, depending on the processing time.

B. Renewing a Learner’s License

  1. Access Vahan Portal: Log in to your account on Vahan.
  2. Select “Renew Learner’s License”: Choose this option from the list of services.
  3. Provide Details: Enter details of your current learner’s license and personal information.
  4. Upload New Documents: If required, upload updated documents or a new photograph.
  5. Pay Renewal Fees: Complete the payment for the renewal process online.
  6. Submit Application: Review and submit your renewal request.
  7. Receive Updated Learner’s License: The renewed license will be sent to your address or can be collected from the RTO.

C. Applying for a Duplicate Learner’s License

  1. Log In to Vahan Portal: Access your account on Vahan.
  2. Select “Duplicate Learner’s License”: Choose this option if your license is lost or damaged.
  3. Provide Details: Enter details regarding the lost or damaged learner’s license.
  4. Upload Required Documents: Submit any supporting documents, such as a police report for a stolen license if applicable.
  5. Pay Fees: Complete the payment for the duplicate learner’s license.
  6. Submit Application: Review and finalize your application.
  7. Receive Duplicate License: The duplicate learner’s license will be sent to your registered address.
